Funding follows evidence. Award assessments, audits and legal challenges all ask the same three questions of an existing estate: was it reviewed against every live framework; was each requirement considered to an adequate level (including a recorded reason where it does not apply); and was what fell short rectified or programmed with an owner and a cost. This library is the review's backbone: the survey tool walks it check by check, and the outputs (grant-readiness report, Equality Act record, funder evidence pack, public summary) are compiled from its results.
A recorded "not applicable, because…" is treated as first-class evidence: it is the difference between a requirement that was considered and one that was missed.
